If someone used your email to set up an eBay account, that is probably just a typo that won't serve them well because they will not be able to respond to email challenges. Nonetheless, you will want to get that resolved for both you and the new member.
The Trust & Safety team would be the place to start. You can reach them by clicking the "Contact us" button at the bottom of this help page and typing "agent" into the chat that appears.

If the bot gives you the run-around, just type "agent" again until you see the callback option.
