If you are looking at a listing on https://ebay.com/motors, use the link near the top of the listing to contact the seller. If you found the vehicle on some other website (pretending eBay is handling the sale), it is a scam.
Are you asking whether the vehicle has a lien or loan that must be paid off?
Or are you asking whether the vehicle has a clean title, as opposed to one with exceptions, like water damage, salvage, rebuilt, etc?
