Checkout is unavailable
There is an item I'd like to buy. The advert states that it's available in the EU and the seller (he's in the UK) confirms that. All my addresses and phone numbers on this website are in the EU. However, when I get to the checkout it says that the item is not available at my location (just in case, there is no VPN). It might be because I used to live in another country which this seller doesn't ship items to, but right now all registered addresses on this website are in the region, the seller can ship to, so there must be a technical error.
The support page doesn't provide any possibility to fill an inquiry of any sort. The chat assistant is (not a surprise) dumb as a log and useless. Scheduling a call from the support is available only for people with US / Canada phone numbers, not for us, peasants.
What should I do in this situation apart from shopping outside of this wonderful platform called eBay?

If the problem is with the registration location of your account and you no longer live there, try creating a new eBay account in your current location. Or try purchasing as a guest when not signed in to your current account.
