If not, then what's the point of allowing you to change the shipping address at checkout? On the other hand, I've purchased a few lots, and this problem only occurs in a few, like in this case where they don't even respond to my requests.
If the seller is opted in to Automatic Payments, and accepts your offer, the item is automatically paid for and ships to the shipping address you had on file when you made the offer and cannot be changed.
In reality, they can, and they do. As I explained, I make dozens of offers, and the final shipping address isn't always configured when the sale is finalized. Ebay gives you the option to change the shipping address at checkout. And that's what I do. * However, it's not always done, and that's causing me problems like the one I'm having now. I've wasted six hours sending messages to get the shipping address changed on an invoice without success, for over 10 days. NO ONE ANSWERS.
To purchase materials abroad, in addition to my own address in Montevideo, Uruguay, I've developed a logistics system based on three consolidation centers abroad: one in Palm Beach Sprint, and given the Uruguayan customs regulations, I also have three logistics centers, depending on the purchase: one in Pakm Berach Gardens (FL 33134 - U.S.A.), another in Barcelona (Spain), and another in Buenos Aires (Argentina).
Since I make many offers per day, I generally set my main address to the U.S.A., and then, depending on convenience or the amount, I change the shipping address.
This change sometimes causes me problems because, although the system should allow it, not all users have it automated, and this means I have to invest HOURS of effort trying to get the seller to change the invoice to the new address.
I've already reported many of these cases, and apparently there's no other solution than to insist and complain to eBay so that you can also take action.
Now I'm in that situation with the seller QM400W from Ukraine, to whom I offered several lots, but only acquired two. Since then, and since it doesn't make sense to send them to the U.S.A. and then consolidate them to Montevideo, since the postage is almost the same, I've requested an invoice to send to Montevideo, and they haven't responded.
I'm experiencing a recurring problem on eBay, which is causing me serious problems, and I want to see if you can provide me with a comprehensive solution. That's why I need to fully explain the situation.

Buyers cannot change the shipping address after the item has been purchased/offer accepted.
When you make an offer, you can specify the shipping address before you submit the offer.
