Yes, Thank you. I was able to reach customer services and find out where I needed to go to complete the set up processes.
You hover over "my eBay" then click "selling" it will then prompt you to complete the processes.
Here is what it says: "It looks like you didn’t quite finish creating your seller account. Let’s pick up where you left off. Complete my account"

Did you read the Charity Selling set up instructions? You must have a checking account in the same name as the eBay account AND it needs to be the charity checking account. The Charity EIN number is needed.
It has to be a business account too. Did you select Business Account in account settings?
These instructions are for setting up a REGULAR eBay seller account. Most of the steps are the same however be sure to read the Charity links I provided carefully.
You need to create your first listing directly on eBay to get your seller account set up.
Complete these steps in this order.
a) Draft a listing on eBay, click submit or "list it". The system should guide you through setup. If not, follow these steps:
b) Verify/update/complete your Profile Registration: Name, address, phone number, identity information (profile) on your eBay Account: https://accountsettings.ebay.com/profile -- Use your Street Address, even if you don’t get mail there.
-- Make sure to use your full legal name and that it matches your bank account and government ID ( drivers license etc)
You will need to provide a to receive your payouts. The Charity EIN is needed if you are Direct Selling.
Please check to see if you have BOTH a Checking account marked for "Used for payouts" and a credit/debit card. One of these (bank account or card) needs to be marked for "Preferred for selling costs" I use a credit card for selling costs so that refunds and other fees don't come from my checking account.

There are two types of Charity Selling. Community selling>

OR there is Direct selling for a Charity>

I am guessing by your user ID that you want to Direct Sell for a charity.
