Charged for shipping on free shipping order
My order arrived at post office, they were holding it because shipping of $10.50 was due. This order said no shipping. In order to start claim nothing applies. It's not about delivery, or a return, or any tracking.
How do I get credit for a shipping fee

I would simply ask the seller to send you the money for the owed postage … after asking the post office to hold on to the item.
Remind the seller that they would have to pay the ‘postage due’ to their own postage to reclaim the item if it is returned to them. The seller can use PayPal to send the money.

I would contact the seller and ask for a refund of the $10.50
Include a photo of the receipt and the package.
(USPS is supposed to bill the sender on electronically printed labels, so this shouldn't have happened.)
If the seller doesn't respond and refund the $10.50, I would open an Return Request for "Item not as described" since you didn't get the free shipping you were promised. In the case, you can state you are willing to accept a refund of the $10.50 to close the case.
Include a photo of the receipt and the package in your case.

Do not close your return request until you have your refund in hand. It's possible the seller will demand a return for a full refund. Then you can decide if you want to return or not.
