charged an international fee when it was shipped from florida to florida

I sold a bag on ebay and shipped from my city in Florida to the address listed in Florida. apparently the buyer is listed with an address in jamaica so now i am charged for an international sale. it's only $3.71 but that is not fair for 3 reasons, 1, you would never see he is listed as in Jamaica and 2, i always indicate no sales outside of US, and lastly, it was not shipped outside of US

None of that matters - the international fee specifically states

If you're not using eBay International Shipping to ship your item, we charge an international fee if either:

The delivery address for the item (entered by the buyer during checkout) is outside the US, or
The buyer's registered address is outside the US (regardless of the delivery address for the item)

I donâ€™t like that eBay does not give us a way to block international buyers using freight forwarders, but they donâ€™t, and we pay the fees.
