How do I contact ebay about a charge that on my bank for something I did not order and did not receive.

How do I contact ebay about a charge that on my bank for something I did not order and did not receive.

Unless you see the purchase in your Purchase History, it's your bank account that has been compromised, not your eBay account. You need to contact your bank immediately so they can prevent more purchases being made by whoever has stolen your account #.
