Why cant sellers change buyers address on shipping labels when they had wrong shipping address on purchace. Ibcould change everything except the zip code.

In the event that the buyer has deliberately submitted the wrong address with the payment, if s/he can get you to change it yourself, s/he has set you up for a scam. They send the wrong address, then get you to change it to the right address. After they receive the item, they open an Item Not Received refund claim. Your only protection would have been tracking that shows delivery to their address on record. But you changed it, so you don't have that tracking. You lose the case and the buyer gets the money back.
Do not be a Mr Niceguy, or in your case maybe I should say, a Ms Nicegal. Ship only to the address that comes with the payment. Unless you don't mind running the risk of losing both the item and the money.

It's a good thing that you're encountering this error. Sellers' should not change the shipping address that a buyer provides at checkout because they will lose eBay seller protection. A seller must ship to the buyer's address on file with eBay to maintain eBay seller protection.
You can cancel the order using the reason: "Issue with buyer's address." The buyer will be refunded and you can relist the item. Notify the buyer that you relisted the item and that they have to be sure to change the shipping address as they are checking out for the second time.
