Too many "buyers" are making bids and offers and then not paying when they win/are accepted. So some buyers (not sure how selected) have to pre-authorize payment (which requires shipping address to calculate shipping and handling and taxes to be paid) for items whose sellers have not opted out of requiring it (sellers who give discounts for combined shipping can find the risk of non-payment acceptable vs. the difficulties of having to make a partial refund if the s/h for multiple items were already paid).
If you click the "i" you'll see that "Currently, this impacts only a select group of buyers." The experiment for Best Offer pre-authorization has been going on for over a year and a half, the one for auctions just started (or we first started getting unambigous reports of it--as opposed to "bid" is used by too many posters to mean "make offer") a couple of weeks ago.
