Changed ad on shipping
I have won a item and the seller changed the shipping after I won the bid, is there anything I can do ?
I even offered to pay half of what he wanted to get my item and now won't respond.

Thank you for providing more detail. There is nothing you can do to make the Seller ship for the amount you won the Auction for. Trust me when I say we wish we could get rid of people like that, they don't belong on eBay.
The next thing you do is wait until the either cancel the transaction or the estimated delivery date passes, then you file a claim in eBay that you did not receive the item. The claim runs 3-4 days and then at the end, if the Seller does not upload a valid tracking number you then you go to the claim and ask eBay to step in and force the refund.
You will have 60 days from the date of purchase to leave Feedback for the Seller on your experience.

Normally eBay sends you an invoice once the Auction ends and you are the winner. Sellers can also send an invoice too. Check your account and see if there is an earlier Invoice from eBay.
While Sellers cannot ask for more than what was on a listing the invoice process lets them change the shipping but not the item price. What kind of money are we talking about here? Item price you won it for, original shipping you saw and what the Seller wants to charge you now?

If you do not pay in 4 days the Seller can cancel on day 5 and give your account ONE Unpaid item strike. If you get 2 in 12 months you will not be able to bid or buy much on eBay until one or more of the strikes roll off your account in 12 months.
You can do to the original listing in your Purchase history and it should show the original shipping on the listing. If at some point you need to be in touch with eBay here is what we share with Members:
We recently learned that many of the links we post to Request a call back are now simply forwarding members to eBay's Customer Service "How can we help you today?" page (link below). On that page members have to complete numerous choices before being given ways to be in direct contact with eBay. Depending on the subject, representative availability and other factors requesting a call back may or may not be possible. Chat or an email may be provided. If you get a Chat box Type “AGENT in the box. You can also contact eBay through Social Media if you have accounts there.
