If the purchase is paid for its too late. Message the Buyer and ask them to message you and ask for a cancellation (You have to do that, they can't).
When you cancel the transaction use the reason "Buyer requested ..."
Let them know you will Relist the item with a shipping option and message them the eBay Item number off the NEW listing, they can copy and paste that number in the eBay search window and go right to the item and buy it again.
Neither account will receive any penalties doing it this way.
