change from shipping item to local pickup after purchase was made...
They buyer and I agreed that we would do a local pickup/drop off of the item sold instead of shipping it to the buyer. How would I go about getting the funds from Ebay since the item was paid for through Ebay and now the funds are on hold.

It may have been better had you asked here first before doing that. Please note:
-What you and the Buyer agree to has nothing to do with eBay policies.
-A transaction sold and paid for with shipping means eBay expects to see a tracking number uploaded to the sold item and scanned by the carrier within the Seller's Handling time, otherwise the Seller gets a late shipping defect on the account. While those particular strikes are not the end of the world they can be avoided and if a Seller gets enough of them their account can receive a drop in Seller level, restrictions, etc.
-When Sellers ask what to do we advise them to message the Buyer and ask them to message back to cancel the order. The reason the Seller selects for cancelling is "Buyer requested ... " which avoids a strike on the Seller's account. The Seller can then Relist the item ADDING Local pick-up. The Buyer purchases the item again with Local pick-up. The Buyer is issued two things, a QR code and a 6 digit code. EITHER of those are used by the Seller at the arranged pick-up so the Seller can let eBay know the pick-up was completed.
-However, even with that confirmation, new Sellers can have their funds held for up to 31 days. Read about that here: Transaction holds | eBay

OP6 months agoYes. I wish I had known to come here first. It has been a bit of time since I have sold anything on eBay. So, how can I let eBay know that the transaction is completed? Is there a way for the buyer to let eBay know that they received the item when they get the confirmation eBay email stating that it was sent w/o tracking?

Nothing the Buyer does will affect how eBay handles the money end of a transaction. They can leave Feedback or contact eBay and let them know they got the item but none of that will do anything.
Years ago, and long before all the eBay Seller metrics, I had a similar situation. I sold an item and saw the customer was nearby so I messaged them. I let them know I would be going near their home the next day and offered to drop the item off (it happened to be an antique Railroad Lantern with a glass globe). They said sure so we set that up. I then told them I would be sending a small box with a thank you note inside to satisfy eBay seeing a tracking number on the transaction because it was required for shipping. They laughed, said they understood and that is what I did. I printed the discounted label through eBay and tracking was automatically uploaded to the sold file and the eBay shipping requirement was satisfied (the weight was irrelevant to them, the tracking number confirming shipment and delivery was all their system needed to see).
While you might get a late shipping defect depending on when you were supposed to ship that is not the end of the world nor would it have much affect on your account. Of course we can't advise Sellers to do that (hint-hint).
