Cassette Deck does not work

Question

I recently bought a cassette deck on eBay. It was new and sealed. Of course, it's an item from back in 2000s and its considered vintage. Well, the device does not work. The seller does not accept returns. I tried contacting some electronic repairs in my city but none of them wants to even see the device (they only fix cell phones) and the only want who accepted to take a look, said it may be VERY expensive to repair it since it's "vintage" and parts of it may be difficult to find. I would like to know if anyone had a similar issue and what can i do at this point. I made a video about the device i received.

What was the Condition shown on the listing - New, Used, For parts or?

Unless they listed it as For Parts/Not working, then they do have to accept a return, even for a vintage item.

You have eBay Money back Guarantee and can open a Return for 'not as described'/'not working' within 30 days of receiving it.

"No returns" on a listing only applies to buyer's remorse returns (didn't like it, changed my mind...)
