Case closed no refund. PLEASE HELP

Can someone please help me.
So i opened this case as I didn't receive the item.
The seller got in touch and i made arrangements to collect in person.
So when i went he didnt give me the item i bought. He gave me a different model. I said this isn't what i ordered and returned it straight away. He said he would give me a refund. He messaged after saying that he couldn't issue a refund and said i had to close the case before he could refund. Which i did.
Anyway he refunded the wrong person. I have all the chats and messages on my account.
So ive now been left with no item, no refund. This is the worst experience ever.
I don't know what to do now. As i have closed the case you cannot step back in. I'm new to ebay and i dont know what I can do. Please can someone advise. I cant even contact email easily.
