Carrier Damage
I live in the US and sold an item to a buyer in Canada. Tracking shows that the eBay hub received the item and repacked then gave it to DHL, DHL shows that it was received at their Canadian hub and shipped it to the local DHL hub in buyers city but the tracking number now says that it has visible damage. If eBay accepted it at their US hub and reported no damage and DHL received it and their Canadian hub and reported no damage, it's obvious it was damaged during transit to the local DHL hub of the buyers city. Do I have to issue a refund if the buyer requests a refund, or as a seller am I covered through a sellers protection guarantee?

If you shipped this item to the eBay hub in Glendale Heights Illinois and it arrived there safely, you are basically done.
Please have your Buyer open a refund request on eBay due to the item arriving damaged. Ebay will take it from there.
The Buyer needs to open that refund request on eBay to start the refund process. There is no need for you to refund.
