Cant report that item was not delivered

Question

Hello!

My item was not delivered, it was shipped back in the middle of the with mark "incorrect information".

Status of item is Delivered, but it is delivered back to sellers city and country. And I cant report about undelivered item, when I press button system says it is still in delivery, and down wrotten that it was delivered today. Seller doesnot response. How can I open case or contact Ebay ?
