can't list my item for sale

I need a customer service number to speak to an ebay rep. I am having trouble getting my item listed. It says I have exceeded my selling limit yet I have not sold anything, so I tried to raise my selling limit with no help. Please help me find a phone number to speak to a live rep.

Have you signed up for Managed Payments providing a checking account and your SSN?

Have you added a credit/debit card to cover any fee's or refunds not covered by the avaliable funds in your MP account?
