eBay made it impossible for sellers to give negative feedback to their buyers in 2008. Welcome back. The reasoning was, in a nutshell, that when a buyer received negative feedback, it made him upset, and upset members tended to not buy as much.
In the past I used to post a link to where eBay said that so the OP could read in eBay's own words, but eBay removed that page.

Mentor1 month agoBecause negative feedback was done away with for buyers many many years ago.
You also cannot leave a positive feedback with negative comments or it is removeable.
