Can't get UK added as international shipping option?

I'm in the US and would like to include the UK as one of the Global Shipping location options. The UK is unchecked on the list of Excluded countries but won't show up as an option on the listing.

I've tried checking it and unchecking it, creating an entirely new profile, ... didn't help. I'm wondering if there's a programming error since the UK shows up directly under Ukraine. Maybe Ebay blocked the UK when they blocked Ukraine??

Any suggestions?
