Can't get help on refund, after not receiving my item.
I ordered an item about 2 weeks ago. When I got the notification, it was "delivered". It was, in fact, not. It was delivered to the same town I was i, but I live outside that town and have no neighbors. I called UPS and was told this came from AMAZON. So, first red flag. I eventually went to the city where it was delivered, as it is a small town, and found the house in the proof-of-delivery photo. I talked with the homeowner who bought "my item" in the photo, and they ordered some paper from Amazon.
You can even see in the proof of the delivery that it' an Amazon box. They were confused about how I got the tracking number for their order.
Lastly, the Item I bought from "New York" according to the seller's profile. But in the UPS Tracking, it started in Maryland.
I still have no refund, and no item. I am just requesting a full refund, please. I have tried contacting the seller, but they did not respond. I also tried contacting via the chatbot, but got the error "Something wrong — over 30 times.
Does anyone know how to "eBay"? The first time I spoke with them last week, I talked to the CS rep, who gave me a Service ref number, which I tried to use for my refund, but it was denied. I have since filed an appeal, as this is not right. Money-back guarantee, yet here I am, almost 3 weeks later, still no item or refund.

Unfortunately, you have fallen prey to the False tracking number scam. You filed a claim through eBay that you did not receive the item but since tracking showed it was delivered, they ruled against you.
You need to get a document from the Carrier stating that the package was not delivered to your address and then contact eBay with that information to prove delivery confirmation was to a different address than yours. Make sure you tell eBay it was a False tracking number scam.
We recently learned that many of the links we post to Request a call back are now simply forwarding members to eBay's Customer Service "How can we help you today?" page (link below). On that page members have to complete numerous choices before being given ways to be in direct contact with eBay. Depending on the subject, representative availability and other factors requesting a call back may or may not be possible. Chat or an email may be provided. If you get a Chat box Type “AGENT in the box. You can also contact eBay through Social Media if you have accounts there

If for some reason eBay does not refund you then you will have to pursue a dispute with your card company or PayPal. Just know that if you do that eBay will not support you at all if you run into issues with the dispute.
Make sure you report the Seller: Report an issue with a seller | eBay
