can't find where ask ebay to step in and help with a return.

I go to orders and return details, but there is only the option to contact seller, no to ask ebay for help

when I click the ? sign or anywhere that says helps, just sends me to instructions page on how to ask ebay to step in, but I don't have that option. the seller approved the return but didn't send me a label. I asked him 3 times for the label but no reply

@brallan305 Has the case been open for 4 business days but not more than 30 ? That's when you can ask eBay to step in.

How to ask us to step in

Find the item in your Purchases.
Select See request details (if your item didn't arrive) or See return details (if you're trying to return an item).
Select Ask eBay to step in and help.
Select a reason from the dropdown menu, then select Confirm.
