can't cancel purchase and no communication from seller
I purchased some Glucose monitors from a seller on ebay in beginning of January. I expected the item to ship within a couple days.....so when it didn't I went back and read the auction details and it's not going to ship for 6 weeks. This seller has 0 feedback and has sold 58 of these auctions with many more available. I tried to cancel the purchase so I could purchase from someone with immediate shipping. I waited the 3 days and the seller declined to cancel order. I think this seller is a scam....they are delaying shipping so if they have a 30 day waiting period to withdraw funds that they can clear out the account before vanishing. Is there some way to talk to a live human at ebay. I tried emailing the seller directly and got no response. Can I just dispute the charge on my card.... What is the best way to handle this. I'm concerned if I wait until the item supposedly will ship that I will have a hard time getting any kind of refund. I appologize if this is a duplicate post but I couldn't find my other post.

I am sorry this happened.
Wait until the item is supposed to ship. eBay's Money Back Guarantee should apply: https://www.ebay.com/help/policies/-/ebay-money-back-guarantee-policy?id=4210
Here is how to formally request a refund of your full payment:
1) Look at your purchase history here: https://www.ebay.com/mye/myebay/purchase
- View Order Details
- Check the Estimated Delivery Date for your purchase, and
- Check the tracking for your purchase
When it is past the estimated delivery date (and there is no tracking, or the tracking doesn’t show that is close to delivery):
2) Open an "Item Not Received Case". You can do that right here by clicking on the photo of your item and following the steps: https://www.ebay.com/help/buying/-/reporting-item-didnt-receive?id=4042
(If it is not yet time for a case to be opened, it will give you the exact date after you click the photo.)
You will be able to select whether you want the Item or a Refund
-- You have 30 days from the estimated delivery date to open a case)
3) You can check the status of your case here:

The seller must respond within 3 business days to provide a delivery update, offer a replacement, or give you a refund, or eBay will force the refund.
If you file on your credit card, there is a chance they will decline you, and then eBay *can't* help.
Do the eBay process first.
