Can't buy anything because Ebay thinks I'm an international buyer, but I'm not
I cannot send offers or buy anything that I want to purchase because Ebay thinks I am an international buyer. I have already checked every setting possible, my internet is fine, I have no VPNs or anything of the sort. My account shows that I'm American, but I can't purchase anything since I get an error message saying that the item cannot be bought by an international buyer

How long has this been going on? Is it consistent, or does the problem manifest intermittently? If it's intermittent, are there any elements of commonality when it happens? Besides the "international" thing.
The next time it happens, check which eBay you're on ... the URL should say ebay.com. Europeans sometimes get switched over to the US site, maybe the reverse is happening to you. Somehow.
Most recently when it happened, what were you trying to purchase or to make an offer on? Where was the seller? Maybe it was the seller that was triggering the "international" situation.
I'm out of ideas for now. If something else occurs to me, I'll come back.
