Mentor6 months agoHave you done business with the seller previously? Is it possible that seller has added your user ID to his/her Blocked Buyers List? If you are not able to use the Add to cart with other sellers, you may have at least 2 unpaid transactions, as sellers can block buyers with 2 unpaid transactions from bidding/buying their items.
