I'm trying to add PayPal as a payment method, but only credit/debit cards are offered as an option.

Is this an item you are listing for sale, an item you are bidding on, making a buy-it-now purchase or an offer?
eBay allows buyers to pay using PayPal when checking out, but if the seller requires a payment method in advance for an offer, PayPal may not be an option for that.
