Cannot get into my account and eBay asks me to sign in for assistance but I CAN’T sign in.
Can’t sign in, pay for an item, contact support etc. NOTHING. Tells me I may have been hacked. Changed my password and still can’t access anything. eBay won’t give me access to my account.

Here's my advice to help secure your account:
#1 Run a full scan with your virus software to remove any spyware from your computer.
#2 Go to my eBay> account>personal information and make sure that all information is correct including your cell phone number, registered email and ship from and to addresses. Verify that your bank account information is correct.

#4 Secure your email account.
Be sure to use different passwords and secret questions on eBay and your email. Do not use these passwords on any other account.
Hacked accounts often start with a hacked email account.
#5 For extra protection consider turning on two-step verification. 3rd option on this page>

#6 Unlink all Social Sign in methods and change your passwords on those accounts too. The hacker will be able to use the social sign in links to sign in to your account again if you do not disconnect this option.

On the page where you are prompted for your password, there should be a "need help signing in?" link. Follow that and choose the "reset password" option, but rather than actually resetting your password, look for the "contact" link. That link is specifically for users that cannot sign in or contact eBay through regular means.
