Cannot exclude United States from shipping locations on eBay.com as non-US seller
Dear eBay Support Team,
I am a seller from Hungary (EU) with my account registered on eBay.com. My account location is set to Hungary (Pest County).
I would like to exclude shipping to the United States because:
- I do not have access to eBay International Shipping (eIS) program as a non-US seller.
- Shipping directly to the US causes frequent problems (high risk of lost packages, customs complaints, Item Not Received cases, negative feedback).
- I prefer to sell only within Europe + UK + Switzerland + Norway to keep better seller performance and Account Health.
However, no matter what I try, I cannot exclude the United States from my shipping locations:
- In Business Policies → Shipping policies → Excluded shipping locations there is no separate option for "United States" (or it is grayed out/not selectable).
- Even when I exclude "North America – All countries", the US is still not excluded (only Canada and Mexico are).
- If I try to exclude every single country and region (including my own country Hungary), the United States still remains available and cannot be removed.
- Domestic shipping cannot be turned off completely, and the system treats the US as a kind of "default" destination even though my location is Hungary.
This forces US buyers to see my listings and sometimes attempt to purchase, even though I explicitly do not want to ship there. This creates unnecessary messages, potential INR cases and hurts my seller metrics.
Could you please:
- Manually exclude the United States from my shipping locations on account level, or
- Explain how I can permanently block shipping to the US as a European seller on eBay.com, or
- Enable the missing exclusion option in my Business Policies?
My eBay username: Thank you very much for your help in advance!
Best regards, Ferenc Hungary

Mentor8 months agoWhy are you listing on ebay.com (USA) if you do not want to ship here? You need to register on a ebay country site near you, then you can easily avoid USA sales and shipping.

OP8 months agoThanks for the suggestion. I list on eBay.com because it has much higher visibility and buyer traffic for certain items (like vintage ties). Switching to a local eBay site would drastically reduce my sales volume.
The main reason I exclude the US right now is frequent customs/duties complaints and INR cases from US buyers, which hurt my seller metrics. If eBay improves the customs process (e.g. better integration or clearer upfront fees), I’ll happily reopen shipping to the US again.â€
This version is concise, explains your reasoning without sounding defensive, and ends on a positive note. Feel free to tweak it if needed!

Mentor8 months agoSo are you saying many of your non-USA buyers use the USA site to find your items even though they are not in the USA? If so you have a problem since listing on the USA site you must ship to the USA.
The only possible workaround may be to post in the USA classified section. In this section you pay upfront for posting the listings, but there is no further final value sales fees. Your items will show up in a USA search, but you can control everything else as the final sale is off ebay. Note that classified sales do not offer the same ebay seller or buyer protections.

Mentor8 months ago@vintage.fanshop. as @rfmtm stated you can't exclude shipping to the US when listing on ebay.com
Many international sellers that don't want to ship to the US list on eBay UK
Also I wanted to clarify that classified listings are restricted to select categories AND payment is completed outside of the site. The listing fee applies even if the item doesn't sell.
