Cannot "confirm return." Button remains greyed out after filling out all requested info.

Question

I'm trying to return a defective item. I'm on the "return item" page, I've added details in the "add details" field. The "confirm return" button remains greyed out. There's a place to "add photos" and it says "please provide photos for this return" so I added photos of the item but still cannot proceed because the "confirm return" button is greyed out. I am well within the return timeframe having just received the item 7 days ago.

BTW, how does one get in touch with an actual person at ebay to ask a question? Seems like they should have some kind of customer service in the middle of the day to answer a questions like this.
