Cancelling a order
I have been charged for an order and could not cancel the order and the item did not ship but the seller said that they could not cancel the order it is eBay’s fault but as I looked at the messages it telling me the seller is refusing to cancel. I dont know how to proceed and I am out $300 and paid by PayPal.

Buyers can only request that the seller cancel their order, so the seller is not obligated to agree to your cancellation request.
You will need to proceed with your purchase. If the seller accepts returns, you can try to file a Return Request when you receive the item. Or you can resell it.
