The shipping label is paid by the seller, not the buyer. eBay doesn’t charge you separately for it. What you paid at checkout already included any shipping cost shown in the listing.
If the seller canceled the USPS label, they can request a refund for it through their shipping labels page as long as it wasn’t used:

That refund goes back to the seller, not to you. You are only obligated to pay the amount stated in the listing. There are no extra charges to the buyer related to the label, and nothing additional needs to be refunded unless the seller charged more than the listing showed at checkout.
