Can you call ebay human to sort out one seller as they only partially refund my returned item ?

Basically we bought one bad Cordless reciprocating (21V Cordless Saws) which had lot problem as it couldn't lock the battery well , it kept dropping during cutting, plus poor quality blade and not sharp at all. But looks like the port for ask eBay step-in not available anymore for some reason and can ask eBay to do this by online system. So anyway to call eBay straightway as their AI assistant is useless and misleading ?

What options you see may depend on your particular issue and how busy that department is at the moment.

Try entering "agent" into the chat window. You may have to provide some context to reach the correct department. If you see a "Still need help?" or "More options" choice, either of those should lead to a call back option.
