Can someone please explain ebays accounting system. Example: I sell an item for 120$. Only 108$
After the 108$ is credited to my account, eBay then deducts shipping and selling fees and "other" fees. In the end, my payout is 67$. Then the buyer wants a refund and it ends up costing me 47$ out of my pocket.

That sounds frustrating.
Your "available funds" are a running total, so there may be other fees from other listings and sales intermingled. Each payout can cover multiple transactions.
I can't see your account, if you want to copy and paste numbers here, I can provide more specific advice.
The refund comes from your money.
If you haven't received the payout yet, you'll get it after the refund.
