How did you "contact Ebay"? Did you file a Refund Request through the Ebay website?
Ebay has a 30 day Money Back Guarantee. If it has been more than 30 days since the estimated date of delivery, you can file a dispute through Paypal if you used Paypal or contact you payment source.
