Can I stop a card from being sent to PSA after authentication
I bought a card last week and paid to have it sent to PSA after authentication. The seller still hasn't shipped the card to be authenticated (and hasn't responded to my messages), but is there a way to cancel the extra PSA order?

Did you check the seller's feedback profile before buying the card? If not do that now and look to see if they have sold anything before or in the last year. New and very ocassional sellers often do not know about the 21-30 hold ebay places on all new/returning sellers payments. On their account they you your payment status marked Pending. So they do not think the funds have cleared and they do not ship or respond to messages about shipping because of that.
If you want the card not a refund, try messaging your seller again, tell them if they haven't shipped because your payment is marked as Pending to do an Online search for:
" Payments on hold, ebay "
If they do that they will get the info they need to ship the card. If they still do not ship, or respond you will have to wait until the least estimated delivery date has passed by one day to file an Item Not Received (INR) dispute to get a refund.
New or occasional sellers can have a fair number of feedback and a 100% rating but all for buying in the last 12 months. Never go by a feedback percentage alone.
FYI. depending on the price of the card the seller has to ship to the authenticator.
