On this page you can turn Regions and Countries within Regions ON or OFF for International shipping.
Shipping Preferences (ebay.com)
You can also turn eBay International shipping ON or OFF on that page.
Some items cannot be shipped to some countries and perhaps Regions: Policies on restricted or prohibited items – overview | eBay
On each listing you can turn International shipping ON or OFF too. And if memory serves, turn countries ON and OFF there too.
