Can I refuse an item at time of delivery
Bought an item while item is I. Transit I figured out I don’t need it. Can I just refuse it at time of delivery… return to sender?

If you refuse delivery, you have no guarantee you'll be refunded.
Check the sellers return policy on the listing. If he accepts returns, AFTER the package arrives, open a return using the option next to the item in your Purchase History.
