Can I cancel a refund I gave to a buyer?

I'm trying to cancel a refund I gave to the wrong buyer. I can't seem to find anywhere how to do this.

Details. I had two orders of the same product. One order was recieved and one of 3 glasses was broken. The buyer and myself agreed for a refund of the broken glass, not the full order amount. When I issued the refund I realized I had refunded the wrong buyer. Now I can't get through to anyone at customer service. Their chat bot can't answer my question. I've tried calling but just get a busy signal. Any help would be appreciated.

Unfortunately no. Refunds cannot be cancelled once you click on "Refund". Customer service cannot help you with this. It is now between you and the buyer you refunded by mistake. By the way, eBay has no incoming phone numbers for customer sservice so I do not know who you were trying to call.
