Can Buyers make an offer?
I have been a long time buyer, not a seller.
I know that sellers can list items for sale, with or without an "or best offer" option. I also know sellers can send me an offer on an item I may be interested in (for example in my Watchlist). What I am wondering is whether I can be proactive.
For example, I have had an item in my Watchlist for more than two years. The item (unique) has not sold, the price has not been changed, and I have not been sent an offer. I am interested, but not at the offered price. Is it permissible for me to send the Seller a message to the effect of "I am interested in this item. Would you consider accepting $_____? If so, send me an offer and I will accept and pay. If not, thank you for your consideration."
Or, another example: I am interested in a dozen or more items that a given seller has for sale (no "or best offer" option provided nor has an offer been sent to me.) Would it be acceptable to message the Seller along the lines of "I am interested in these items you have for sale. Would you consider accepting $____________ for them? If not, thank you for your consideration."
I am not seeking to go outside of eBay and cut a deal. I am just curious if a Seller may be looking to move merchandise and willing to discount the list price to get items out the door.
If someone can provide a definitive answer, I would appreciate it. Thanks in advance
