If they have already been in contact with you or have had a transaction with you, they usually can.
If you receive unwanted messages from them in eBay messaging, there is a Report feature within each message. It's should be under the three dots in the upper right.
You would really only need to report one message, eBay can read the rest and may flag their account to stop future messages.
