Can a seller list an item for $500 or best offer and not accept a $500 bid?
Seller listed a box of pennies for $500 or best offer, but will not accept a $500 bid

Sellers don't accept bids. The high bid at the end of the auction is the winner. If the starting bid for the item was $500, he is likely expecting more bids to come in before the auction ends.
You can make an offer for $500 however. The seller can accept, decline, counter, or ignore the offer.
