Mentor5 months agoSellers can decline, counteroffer, accept, or ignore offers. All are acceptable in the eyes of eBay. Those suggestions have recently been added by eBay and many sellers may not even know they are there.

Yes, a seller can decline any offer you make.
If you accept his offer, or if you buy it now, a seller can't decline that (without penalties)

OP5 months agoOk thanks but you know when you take one of the sellers 3 types of payments amounts I picked his lowest one, so he’s not obligated to except, right

Those offer numbers are suggested by eBay. The seller doesn't add them.
a seller isn't obligated to accept an offer.
