Can a seller bid on their own listed item?

I bid on an item and as the ending time approached, there was another bid that was posted slightly higher than mine. The other bid won the item. The seller then relisted the item and this time included a minimum bid that wasn’t there before. Can they do that? It seems unethical to allow them to bid on their own item to drive the selling price up.

The seller cannot bid on their own listing. They CAN choose to cancel the original sale and relist with a higher amount. They will be penalized by Ebay for doing so.
