can a seller back out if they priced an item wrong
I paid for an item and the seller backed out, he messaged me saying he priced it wrong. Then he reported to ebay that the item was out of stock, which wasn't true. He reposted the item at a higher price. My money was returned after he canceled. What can be done.

Nothing can be done - you can not force the seller to complete the sale.
He already gave himself a bad mark for the cancellation - out of stock is the catch all name for seller cancellations. Seller are measured on these, and penalized when they have more that a few.
