Can’t ship to address
Buyer says when she tries to pay an alert, comes up, saying that I do not ship to that address. I can’t seem to get any information on my end

The country exclusion list that @ewsupply referenced only applies for items YOU are shipping UNLESS you chose the option in account settings to NOT allow EIS shipping to override your shipping location blocks.
I see that your account is signed up for the eBay International Shipping Program. I am able to verify this since it's public information that can be seen on your listing. You just have to check the shipping method for countries on a computer, you can see what the international shipping method is on a cellphone.
Not all items can ship to all countries due to import restrictions, category restrictions, package size, weight, or price. You can see the limits of the EIS on this page>

If you share the item number I can check to see why the may not be allowed for the EIS program.

Your may be a) excluding locations to ship to OR b) buyer may be international & you are not enrolled in EIS
