Can’t get a refund for a pre-order placed on April 9
I placed a pre-order item on April 9.
However, due to the seller’s situation (they mentioned issues related to the Trump tariffs), the item could not be shipped.
The seller and I agreed to process a refund. Unfortunately, the seller told me that since the order is too old, they are unable to issue a refund through eBay. On my side as well, the order is past the 30-day limit, so I can’t take any action or open a return/refund request.
Is there any way for eBay to help me with this refund? I have all the messages with the seller that confirm our agreement to cancel and refund.

Your Money Back Guarantee (MBG) 30 day protections start at the last estimated delivery date that was shown in your order details. If the item had not arrived by that date, the next day you should have filed an Item Not Received (INR) dispute.

The tariff had nothing to do with the seller being able to be shipped. If the last expected shipping date on the day you bought the item was longer than 40 days from the date of purchase. You should not have bought the item. Below is a link to ebay's Pre-order selling policy.

Before buying an pre-order item on ebay you should check the Mfr's site for info about the release date, to see if there are delays mentioned. If there are delays that wouldn't allow the seller to ship within their handling time beyond forty days, you should not buy the item.
If the 30 day window from the last estimated delivery date has passed, you should open an item not received (INR) claim with your credit card provider or PayPal who gives you 180 days from the date of payment to file. CC provider's time frame for filing may be shorter, so you should check with your card provider.

I placed a pre-order on April 9, but because of the unexpected Trump tariff policy, the seller wasn’t able to ship the item.
We both agreed to cancel and refund the order.
However, the seller told me that eBay can’t process the refund anymore since it’s been too long, and I also can’t open a return or refund request because it’s past the 30-day limit.
At the time I bought the item, I couldn’t have known that a new tariff policy would happen.
The delay was completely out of our control, and now I’m stuck in a situation where neither side can process the refund. The seller is willing to refund me, but eBay’s system won’t allow it.
Is there any way eBay could make an exception in this case, or is there another place I can request help?
This is my first time facing this kind of issue, so I’m really confused and worried.
