Camera has sold 3 times - buyers never have any intention of paying

Question

I have seen in previous posts that this is a problem eBay refuses to address. The people who bid, have minimal if any purchase history, and then never pay. Iâ€™m not sure what the scam is, I am not interested in a â€œbuy it nowâ€ listing. Just wondered what these people are up to before I quit eBay completely

Ebay does not allow buyers to not pay without repercussions.

When a buyer does not pay, cancel the transaction after 4 days of non-payment have passed, specify "buyer didn't pay".

In Seller Hub, go to Orders.
Find the order you want to cancel, and from More actions, select Cancel order.
Select "buyer didn't pay" as the reason for the cancellation and then select Submit to finish.

All unpaid items are recorded on a buyer's account. Buyers who have excessive unpaid items, or canceled transactions, may have limits imposed, or lose their buying privileges.

Place the non-paying buyer on your Blocked Buyer List:
