If your uncle is new to eBay, he may not have Seller Hub and the Advanced listing tool.
Upgrade to the free "Advanced Listing Tool"
If he doesn't have the "Advanced Listing Tool" (with the ︙ 3 dots in the upper right), he can get it by opting in to "Seller Hub".
He can Opt-In to Seller Hub here: https://www.ebay.com/sh/landing
The other difference could be Business Polices or not. Do you use Business Policies?
