Buys not paying
Why is there no cancel option for non paying buyers. And you can only leave positive feedback where can I hold buyers responsible?

There is. The earlier reply by jacbar gave you the directions for cancelling the transaction. Follow those directions.

You hold the buyer responsible by cancelling the transaction using the Buyer Hasn't Paid reason. This sticks a non-paying buyer Strike on the deadbeat's account. Two of those in a year, and he will be automatically blocked from buying/bidding on listings posted by sellers who have chosen the option to have such buyers blocked. eBay calls it an unpaid item strike, as if the item itself is at fault ... maybe they consider the term non-paying buyer as too harsh but I don't.

Buyers have four full days (96 hours) to pay for their items. If they do not pay within the four full days then on the fifth full day you can cancel their purchase. To do this you find the item on your sold item list and from the drop down menu you select cancel purchase. Make sure to use the reason "Buyer has not paid" as this gets your final value fee refunded and the buyer receives an unpaid item strike on their account. This reason option will not show up until four full days have passed so if you do not see it then you are too early to cancel the purchase.
