buying used car
On a website in my neighborhood, they posted an ad selling a used car for $800. They included their contact email address. The owner asked for all my information and said that eBay would contact me for payment and shipping.

ebay has nothing to do with motor vehicles found on another website. ebay does not have a warehouse, does not ship to you for free to inspect and then ship it back if you don't like it. ebay does not accept ebay gift cards in payment for a motor vehicle.
If you don't find the motor vehicle listed ON ebay, with a 12 digit item number, that you either bid on or use the BUY IT NOW, the transaction is a SCAM. Stop communicating with the scammer. Report that "listing" to the website it is listed on.
